Small Site Re-Coding into WP

Currently have a website with 38 index pages, ranking fairly high for key automotive keywords on Google. As of now, many developers (when making edits) have commented that the website uses an incredibly messy form of WP mixed with a lot of exterior elements. The website currently has 4 templates that are built into the site: 1) Site Homepage 2) Service Pages 3) Location Pages 4) Article Pages Your goal will be to rebuild the site in a clean WP format that is simple so that a casual user (Who does not know how to upload a site onto a server, has never used WordPress and knows only SEO-related HTML) to be able to make edits and additions through the back end. After recoding, the website will function in a clean & fully WP supported code, that a casual user (as described above) will be able to: A) Edit content, images, HTML tags (such as title, meta-description, meta-keywords, H1-H6, URL) on existing pages made of 1 of the 4 templates. B) Add new pages (using 1 of the 4 templates) and have control over content, images and HTML tags (as described above) Further, you will be tasked with implementing a 301 redirect from all WWW pages on the site to the non-WWW pages through both the control panel and FTP.
