Console-mode NDIS Driver Installer Fix for Windows 2003/Vista/2008/7

We had a NDIS console EXE built based upon sndcfg console demo of WDK. Recently, it became to not-working. I am attaching the current source code. It needs to be fixed for the above Windows versions--both x86-x64.
