Help with Search setup on SQL Server

Project Description:
I'm trying to set up a website search feature on my website called TSEP, the search engine project, and I cannot get past the error message "The absolute path to the TSEP temp-directory does not exist (i.e. mkdir() was not possible)" even though I have made a temp folder and given the CHMOD permission 777. TSEP needs the data to access the database and scripts. I am using MySQL database version >=4 and I recently installed phpMyAdmin. The link to the instructions is at: http://www.tsep.info/tsep-latest/docs/install.php. I get to the installation process point #5 and cannot get past that. The instructions say that this setup is supposed to be easy but I need help getting to the next step. I need someone who is familiar with PHP/ SQL/ and Server Administration.
