Sharepoint 2010 wsp to hide "View all site content" link

Project Description:
We have implemented the attached solution in SharePoint 2007. It hides "View All Site Content" link to all users and an additional "View All Site Content" menu item is added to the Site Action menu and is accessible only for users having the AddAndCustomizePages right.

This functionality works fine for SharePoint 2007, but after migrating to Sharepoint 2010 the solution doesn’t work.

We need a new solution (.wsp) with this features:
- Hide link View all site content for everybody
- Hide Site Actions menu for all users that don’t have full control permission in the SiteCollection (in SharePoint 2007 this menu was visible only for users with full control but in new version everyone can see this menu)
- The solution must work for all subsites under a SiteCollection


A pdf file with some screenshots is attached. We also attach our 2007 solution for reference, but it does not need to be used
