Write some Software

We need a simple to use web based system where we can enter data in web pages and then this data is viewable on other read-only web pages. We are not sure if this is possible but the attached file should help explain better. The attached "settings" area is only our imagination, we are not programmers and cannot understand what might be involved. As long as the final desired effect is attainable. Through our research we are thinking that HTML5 and CSS3 would be a good start as we would like to integrate more functionality later on (ie. video). Thanks
