The product of this development effort will be software which allows control of popular Sony PTZ cameras utilizing the VISCA protocol. Software will be designed to smoothly install and accommodate Windows XP through 8.1.Visually the software will provide a floating UI which allows for the control of multiple (daisy chained) cameras and would typically be placed on top of other production software such as Tri-Caster, Video Blaster, V-Mix, Telestream etc. The software's interface will replicate a a hardware control device which is a separate development effort, but should be taken into account during the software design. At present software should communicate through an off-the-shelf USB to RS-232 adapter. The software should allow Pan, Tilt and zoom functions to be controlled by a simulated joystick or by an actual joystick attached through another USB port. The software will also control camera features such as zoom and focus (including speed), white balance, etc.
Eventually a hardware control device with integral joystick, internal USB and DIN-8 VISCA will be developed but that cost is not part of this project or bid.

I am uncertain as to what language or combination of tools will produce the best result and an important part of this effort is solid recommendation in that area. I am a fan of clean efficient software and UI's which can be customized for simplicity of use, but with more features easily accessible to the user. UI assistance can be provided if needed. A camera and other needed supplies will be provided for the duration of development to the winning freelancer. Please note any additional hardware or embedded skills which may be applicable.
