Horizontal Scrolling Nav-bar/Photo Gallery on Website

I want to setup a Horizontal Scrolling Navigation bar with pictures that links to the Photo gallery on one of the websites I am working with. The Horizontal scroll gallery needs to load thumbnails; it will be in the footer of the main page and will act as a Navigation bar to the actual picture gallery page which will open up as a separate Page. When someone clicks on one of the thumbnails in the scrollbar, this should set off the event that will open up the actual picture on the Photo Gallery Page.

This is NOT to be implemented with JavaScript due to cross-browser compatibility issues.

Flash, or any other method compatible with most browsers are the preferred option. I am not excellent at Flash, or ActionScript but I found a few components online that require customization in order to implement the Scrolling nav-bar. Time is not on my side so I am looking for someone that can implement this with little effort, meaning that you might have already done this before.
