  Hi,
  
  I have 10 years of development experience on broadcast and media technologies. I have also developed a similar engine that you have described. I can handle this project efficiently. I have a few queries.
  
  1) You haven't mentioned the list of codecs supported in export/render. A few codecs may require 3rd party filters/sdk and that will be an added cost.
  2) The rotate and zooming capability makes the UI much more complex, since the user need to preview this on screen and change it on the fly, do you have a UI plan for that? Also this will require 3rd party filter sdk.
  3) While speaking on the required featured, you haven't mentioned speed up/down capability, please confirm. This feature if not important should be avoided because it will distort the audio and voices may become un-audible.
  4) Do you have a UI? if not you want it to be in Windows forms or WPF?
  
  I can provide you all features that you want, but I feel that the project budget is a little less, are you willing to spend more maybe USD 2500? excluding 3rd party SDK prices.
  
  I can also complete your another project "babble box - video webcam software" in a week. It seems to be closed now.
