My client has an in-house proprietary system that uses CKEDITOR to make, store and broadcast pages suitable for viewing on pc, tablet and phone browsers. It has facilities to store custom javascript and css files.
There is a plan to update the page making/editing function.
CURRENT METHOD

People compose original text document in MS WORD, using corporate templates and pasting images and tables onto their pages as needed.
Then, other people copy-paste text from these pages, into the html text editor and the internal system converts to html for browser viewing. Images are linked to the html pages separately, via a typical image folder held on the server. The new broadcast pages include text with styling, images navigation links, and other elements just like regular html.
The plan is not to convert WORD to HTML.....but start with the simpler HTML layout and apply the corporate template.
IDEA FOR NEW METHOD

The corporate templates specify A4 page layout for borders, table sizes, headers, footers, page numbers, bullets, paragraphs, line spacing, fonts and so on. The clerical pool uses MS Word and a number of corporate A4 page templates for printing purposes.
The idea is to map the corporate page templates onto the proprietary html system. The output is both html files for web (can do this now) and word and pdf files for the purpose of email and export to other systems.
If that works, then the HTML pages content is to be made available in other formats, html for broadcast and MS DOC with corporate template, and pdf.
REASON FOR THE UPDATE

updating will remove double handling for document creation. MS word is useful as a starting point to make prints for executive reading, but it should help the client to use an editor that can produce pdf, print and html pages, with simple and elaborate styling according the viewing method - paper, pc, tablet or phone.
POSSIBLE APPROACH

The agreed solution is to update the existing system and work process, not replace it.
For Bidders used to this type of problem, it may be as simple as a set of css with fixed layout designs. Or you may be aware of clever open-source modules that can be added to the existing html service, with benefits of other features you know to be useful in corporate workplaces.
I can send sample docs without client name or logo. The docs are not public material.

To be successful - put some thought into your offer. If you see that a fixed CSS approach is fast and effective, describe why. If you think something else is a better approach with future flexibility, then talk about it. If this specification sound limiting, based on your knowledge of multi-channel, multi-media systems then offer an opinion and a direction.
We can always change the project specification if we feel enlightened.
