No content is needed; you just need to make the template as described.

*Horizontal top nav needs drop down link functionality
*Vertical navigation to the left that needs to be dynamic (links comes from defined links in wordpress menu).
*Vertical navigation also needs child/parent links like in http://www.actuateip.com.au/services/trademark-management.html
When one parent link is pressed child links appear
^ this needs to be setup

I don’t know if word press allows you to edit multiple menus, if not then top horizontal nav will have its links added manually.
