Cross Browser CSS Conversion from IE

We have an existing web based application that works in IE6/7/8.

We want to convert the main layout so that it works in Firefox 3+, Safari (including iPhone), IE 6+, IE Mobile etc as well.

A standalone example of the page is attached to this job. The main form is generated from default.aspx, however the generated output is in default.htm.

The design has a fixed banner and menu on the left with an iframe in the remaining part of the window. The menu on the left has fixed areas at the top and bottom with a scrolling section in the middle for the menu itself.

The width of the menu should be able to be specified in the HTML (ie it is set by the application). Therefore the CSS cannot hard code this value. Ideally, the menu width could be changed using a splitter style control.

I'm expecting the default.aspx/default.htm and standard.CSS file to be altered to achieve this. We will reintegrate the changes back into the application.

Ideally, I would like the style sheet to work for all browsers - however, if necessary including different style sheets are ok. A DIV only version is preferred - however tables can be used if necessary.
