I need a budget website like the following:

It can be html, aspx, flash.
I need a language selector/currency selector so that users from multiple countries can use the site.

***BUDGET IS $250 OR LESS***

Preferably html, but flash would also be acceptable - whichever is cheapest to produce.
It must function like this:

1) User must register at the site (Must have a username and password)
2) User Purchases 'Tickets' for an admin-defined price (e.g £10) - Once they have choosen which item they want to try and win.
3) These must be paid via Paypal and (or) Credit/debit card gateway.
4) Payment can be before or after the coordinates have been choosen for the ball position.
5) The user is presented with a picture of a football match (added by the admin when the item is put on the site)
6) A user must choose the coordinates of where he thinks the ball is (for example - if a user has bought 2 'tickets', he can choose 2 differnt sets of coordinates). These are stored under the users username and cannot be changed. There must be no way to 'cheat' or 'hack' the system to know where exactly the ball coordinates are to make it fair for all users.
7) A minimum of tickets must be sold to users, before the item is sold.(i.e - if the item is worth £10, if a ticket costs £1, the item won't sell until 15 tickets have been sold for example)
8) Once the minimum number of tickets has been sold, whoever has choosen the coordinates nearest to the actual coordinates of the ball, wins. This must be an automatic process. It must end as soon as the minimum tickets have sold, and the system must automatically select the user who is closest to the actual coordinates.



IMPORTANT INFORMATION:

I need a language selector/currency selector so that users from multiple countries can use the site.

I do not need need to add new auctions myself. I need one 'major' auction, two 'medium' auctions and one 'minor' auction. They will be the same each time they restart.(For example - if the example auction is a supercar, it will always be a supercar - even after it has ended and restarted).

I do not need a CMS to add new auctions - just to manage user credits or to manage users for example.

The system must be automatic - automatic ending and restart, and automatic winner selection.

There must be an ability to email newletters.

User must preferably chosoe coordinates before payment.

The coordinates must be 'registered' with the user - it must be automatically be added to the users account, instead of an admin manually having to search which user choose which coordinates.

Items cannot end before they have made profit.

Design doesn't have to be amazing but a visually appealing design would be nice.

THE SPOT THE BALL IMAGE MUST BE CHANGEABLE EACH TIME THE AUCTION RESTARTS!
