Simple Web Application: Ruby on Rails or PHP

Please do not bid or comment with a copy/paste response. Take the time to read this and let me know if you can do this within the next 24-48 hours. I hope to find someone that will remain available to add functionality to this app as needed, but for now we'll start with something small. I would like to have a simple app developed and installed on a remote machine. The app should be pleasant to look at - perhaps you can find a free CSS template to use. It will need the following: 1) A horizontal menu at the top of the page with the following buttons: Live Feed Stored Video Digest Reports Settings 2) The Live Feed should contain an instance of Yawcam: [login to view URL] I'll provide any necessary details for the yawcam installation. The other buttons should bring up a blank page - we'll fill those in at a later date. I want this developed with RoR or CakePHP because I plan on adding authentication and other features that a framework would make very easy to implement. We'll be adding features as we go but consider this a bit of a "test drive". Don't hesitate to ask any questions. I'll provide all credentials required for you to access the server.
