Convert psd to html(2 PAGES) with the relevant expertise as far as css is concerned if needs be and integrate with joomla.The HTML must be valid in all major browsers (Firefox, Chrome, Safari, IE7+, etc).the psd will be send accordingly. I will also be looking for a long term relationship with the person who I will award the project so consider your rates.The work should be done within 1 day.
