I have been contracted to get a site designed and functional for a small firm specializing in family law. They have given me basic instructions, but mostly I'm on my own to present ideas to them. There are three sites that they have pointed out that they like somewhat, so I will post links to those below. The winning Freelancer will be expected to supply up to 3 test layouts for the client to either approve or disapprove. I would suggest these layouts be done in something like Photoshop which can be converted to CMS template/theme.
Once we get a basic layout, I'll work with the designer to fine tune it to a final design and make sure we have all the functionality that the client requires and bring the site live. The Freelancer will be required to provide me with instruction in how to change content in the site.
This will require the Freelancer to have a very good working knowledge of either Joomla or Wordpress, as the client will want a blog feature enabled on the site. The client also requires a few (4-8) forms for download from this website in .pdf format. I expect the working time with communication with the client and to get their approval on work may be in the 2 to 4 week range.

Besides the above, the new site will need a blog function, thus the request for Joomla or Wordpress.
