Project Description:

Create searchable database on Web Page. Should be similar in design to the Awards search on

Create different tags that will be assigned to each. These tags should include year of award, current phase, state, company name, company ownership women/ minority, fund type, fund amount.

Input Data
Acquire and upload data from SBA’s records. Collected data should include the above tags as well as the names of the fund managers, brief synopsis of their company and its work.

Data Formats
Provide an enhanced and secure data interface that will be used for the real-time collection of data.

Data is Up-to-Date
The interface shall accept data in all industry standard data formats, including XML and PDF, while maintaining standardized SBA formats and data elements.

Data Transmission
Provide SBA the ability to both upload and download data, creating a clear audit trail of all actions by the agency.

Security for Data Interface
Provide the ability to validate and enforce that the data transmitted conforms to the required formats, and that the data is valid.

Unique Identifier
Provide adequate security mechanisms in the data interface to prevent unauthorized access to the Tech-Net data, and to prevent unauthorized updates to all Tech-Net data

General Maintenance and Updates
Provide the ability to accept, process, and validate online Tech-Net user registration requests
View Site Access
Implement the restricted view database for capturing and reporting on data.

Restricted Access to Data
Access to authorized users shall be provided via the public internet and/or via a link from the Tech-Net Public view, as well as their agency’s own intranet site.

User Management and Administration

Government View Authorized Users will be classified into the following categories, and access to Phase III data will be managed by permissions:

Personnel from participating agencies who have access to Public view data, as well as all detail level data associated with their agency, and aggregated data across agencies.
SBCs shall have limited access to their own proprietary data only, in order to continue to provide edits and/or updates. SBCs shall be restricted from searching and/or viewing data in the database as a whole.

The system shall continue to provide clear concise labeling of Public view data.
To the extent possible, the system should conform to accessibility standards for the handicapped. Section 508 Compliance is required.

Security, Authorization & Accreditation
For FIPS 199 Categorization, availability is currently Moderate. While 24/7 availability and 99% uptime are desired outside of planned maintenance downtime windows, the lack of either will not end in a catastrophic event for the SBIR program, except before solicitation deadlines and at selected times during the year. Vendor will be made aware immediately when downtime reaches critical threshold of two days of inoperability.

Physical & Technology Environment
Contractor will support process to seek out SA&A authorization through appropriate IT security policies before go-live date for any significant changes and will be submitted prior to systems architecture document submission.

Technology requirements shall be consistent with SBA’s strategic Enterprise Architecture (EA) policies and guidelines.
At a high level, applications will be developed using standard web-based technologies and will be deployed on industry standard platforms.
The database technology will be based on standard relational database technology.
To the extent possible, existing, accepted software design patterns and frameworks will be utilized to speed development and to lend a higher degree of quality/stability to the application.
