Make a website for the sale and purchase of bullion based on open source like wordpress with an e-commerce plugin.
Website must update the prices automatically from the live gold/silver/platinum and palladium spot prices from a website like Kitco or any other that delivers a feed. The profit (markup) on each article must be editable in the cms system and tier pricing should be supported, site should have cms and a checkout, I also need customer accounts, login etc etc.

I need a site with some functionality at a reasonable price. Design can be based on a free template. The site must be able to be run on my localhost for testing prior to release. Need source code and in case of amendments to the templates proper psd photoshop files (editable layers). The script software must be separated from the template so that a change of the template is possible (something like smarty php or like a plugin). Payment providers credit card, bank wire and perhaps moneybookers, liberty reserve (see wpstorecart).
