Advertising Website.

I am looking to do the following. (This is an advertising website)

I am leaving some of the information confidential but I will post examples of how this website I need will work.

There needs to be pages and with in the pages there needs to be numbers with text beside them for example

The user will click a page from the list on the home page..

After that the user can see all of the notes... and scroll down and read them.

(here is the advertising part for the user)
To the left of the notes will be an Image 40px wide 30px tall
Each note will have its own image associated with it. I want to be able to add and remove notes in the website database and it show on my site.
If the images are our default (click to rent me) image and they click it... it will take them to a place where they can register the domain they want to use and upload an image. It will then send them to the payment page (Paypal) and its thiers for rental.... If the image has already been taken.. it will send them to the website that has already rented that note...

On the backend... I want it to show a list of pending websites that have paid for renting and I will approve them if I can verify the funds... or regect them for reasons such as false payment or inappropriate website.

I want the website to be able to manage itself and all I really need to do is verify funds and accept or reject transactions.

The website will need to alert them via email that thier space rental is about to expire and offer them a renewal.. Also I want to set a default cost for each line item (for rental) but I would like to be able to adjust 1 or 2 notes if needed.

I hope I explained this well...

Basically they will be renting a note that will have thier image and the image will link to thier website.
