We need this resolving as soon as possible.

You've been blocked by Windows Live Mail. I've recently corresponded with them to remove 2 blocks from my own company.
I have a lot of experience with Exchange, as it seems like that's what you're running. If you are sending out spam (knowingly or not), I can close the open relay and help to resolve the issues with mail providers.
Have fixed these issue for hosting providers, including live/hotmail/office365.
Have allowed for 3 days, based on turn around times from upstream providers.
