Creating a standalone desktop application programmed from an Excel workbook sample

Hello I have a simple MS Excel workbook with 4-5 spreadsheets. The calculation spreadsheet is based on saving tax by inputting values to determine potential savings and resulting end of year values for tax preparation. One spreadsheet is calculations already programmed and the number of calculations (mostly addition and percentages) is 20-30. Another is instructions on how to use the calculation spreadsheet. Another is tips and examples. Another is other products i.e marketing. So all but the calculation spreadsheet are text and images. The software (sections) would be set up with tabs along the top - so fairly simple. What I want is an existing Excel workbook to be transformed into a standalone application that users do not need Excel use and that duplicates the functions (calculations) of the Excel workbook as I have created it. Microsoft has viewer files for this purpose that can be embedded into a workbook so users do not need Excel but I am not sure if that is a good option and what that looks like or if it is allowed for commercial use. Let me know if you have experience in this. Alternately the functionality (calculations) could be reprogrammed from the Excel workbook. At this time I want a quote based on the estimated number of hours you think this would take. The look and feel of the resulting software is important and can be tweaked in the second phase of the same project. Most of the calculation portion of the software could be initiated looking similar to the Excel layout and the rest is a simple text editor. Thanks for your time. Only serious replies please.
