We need a WordPress Multi-site plugin (sort of an addon plugin for WooCommerce) created for the free 'WooCommerce" e-Commerce plugin which allows PayPal Adaptive, Parallel and Chained Payments (also called PayPal Split Payments) as the main payment gateway for each sub-site in the network with the WooCommerce plugin activated. The Official WooCommerce website and developers centre is here http://woocommerce.com/
PayPal explains what Adaptive Payments are here: https://www.x.com/developers/paypal/documentation-tools/adaptive-payments/integration-guide/APIntro
We are using WordPress Multi-site (WPMU) so we want it to work so that when a user activates the WooCommerce plugin on their sub-site and then goes to configure the payment gateways they will be able to choose Paypal as their payment gateway and then enter in their paypal email which they want to receive payments to and they need to also be shown a small notification on the payment gateway page announcing the commission percentage we will automatically get from every purchase on there store.
Then in the network admin we need a settings page where we (the super-admins of the network) can set different a default pay-pal email and other applicable paypal emails, that will get sent the commissions from each purchase on the sub-sites, so we need to set what commission percentages we receive from each purchase.
This has already been fully accomplished through the WPMU Dev Marketpress plugin here: http://premium.wpmudev.org/project/e-commerce/, but it has not yet been created for WooCommerce. Here is a transcript from "http://premium.wpmudev.org/project/e-commerce/,
"The global cart is designed from the ground up for each store (wordpress subsite in a multisite network) to be a different merchant accepting and processing orders independently. Parallel payments is what allows a customer to checkout/pay once, and it’s automatically distributed to all the merchants in their cart. It enables buyers to pay multiple merchants on a marketplace in a single Express Checkout session. This is only available through PayPal."

as it is similar to what we want to do, except we want to do it a bit different and not so much with crowd funding and with WordPress Multisite.
Our WordPress Multi-site install is running and setup like this (except with our own domain):
