WordPress Related Tags plugin

For SEO purpose, I need new WordPress plugin for showing related tags in every posts list page.
How it will work:
For example, if I have a list of posts:
post 1 with 3 tags;
post 2 with 3 tags;
post 3 with 3 tags;
The plugin will collect all the tags, and will show above the posts list, the tag lists (9 tags)
1. Every tag must appear 1 time in the list.
2. It's cannot be using Javascript, it's need to be server side.
Please mention in your bid, the wp_query/sql or wp_function that will help you doing that.
This will show me that you know how to do it, and you read this instructions.
