Create HTML/CSS from PNG

We have two PNG files made in Fireworks, one for the main page and one for the inner pages and we need to make them from PNG to HTML/CSS compatible. The template of inner pages will be created in a way that will be able to be the template for creating another 10 pages where only the menus and main content will change. But the delivery of the project will contain the css, the image files, and the two .html files. One for the main page and one for the inner pages. In the menu of the inner pages there will be a class for the buttons to be highlighted or not so that it can be used for creating the other inner pages of the site. You will have to make all appropriate job to make the output files as light as possible and convert all graphic text to content.
