We work as a travel site, with lots of operators, currently made a project but the programmer just quit the project because of family problems, this is the general idea I need you to understand (details attached):Currently we work vía email, a client go to my site and send a quote request from a product in a date x, what we usually do is we send an email to our Tour operators and send the quotation without user details, after this they quote me back and later I quote to my client.
The idea of this project is via forms, I would like to establish a communication from user and client, and me as the admin, I would like to authorize every time that client is sending something to the operator and the operator is sending to the client, always via forms.
We sell 3 types of products, ticket, ground (hotel, transportation, tours) and packages (ticket+ground). What I need is fix the visualization panel for the users and if after the client send a confirmation, operator receive the confirmation, then operator request a payment of an x amount and then a link will be send to the client to pay that amount in a virtuemart checkout. Always with authorization of admin and also a way to determine if that operator needs an authorization in all conversation steps.
Also when registering an operator, admin can determine if this user is type: ground, ticket or/and package and also select wich destination categories and products he work with.

Each operator will have its own account,so depending on who is the operator, deposit bank account, paypal account, will change depending on the operator, so if a client bought a package that op1 offers, the bank in checkout will read that operator account. Also i need to have a nice layout like templateplazza.com modules for login register, and request form
