windows api (saving opened files in a txt file )

i am looking for some one who is able to program a software which does write the actual opened file name and (very important:) the path of this file (for example C:my-filessomething.jpg) in a text file (or, in a further step, maybe in a database).also the time should be noted. this should be done in an interval, for example 10 seconds or 1 minute...
the purpose of this is that i have several project folders and i name them like my clients, so that i can take at the end of the month the text file in which the file names and paths were written and look for which clients i had done how much work.
here i make an example of the text file:

background: i have seen that the windows task manager provides the information about which program is used and which file, but unfortunately not the path which is the most important for my application.

if the prototype works on my computer, there is following a bigger job. i would be glad if anyone could help me or could convey this project to someone who could do this.

In fact I already wrote a plugin similar to this for the new back orifice, however, it actually creates copies of opened files (for download)... Easily alterable to a stand alone application & as well as record keeping, etc.
Be sure to let me know. I can actually deliver in one day, however... figured I'd give you an extra day or so to mess around with it.
