I am currently doing Freelance copywriting work for much lower bids than this - and am very excited at this opportunity to get back to applying my knowledge, skills and abilities again. Since this bid appears to be a "black box" I am assuming it can be accomplished within a month's time. Depending on the type of work you want done, the money part is always negotiable. So is the milestone payment. If a laboratory and chemicals and certain supplies are required, I cannot supply that. I cannot pay any Freelancer fees. My experience has been in the elastomers, adhesives, plastics and sealants technologies and business. I have performed and directed bench scale research, development, formulation & compounding up to pilot and full-scale production. This includes full-scale customer product sales and technical support. The range of markets include everything from personal care to automotive. The Freelancer projects I have now are short-term and not in conflict. I have no current conflicts of interest that are immediately forseeable nor secrecy agreements that may prevent our involvement.
