what I want is to create similar to this circuithttp://www.china-inno.com/anti-lost-alarm/IN005A.html
but I want to be able to do it with the Arduino, here in the attachment you can see the internal circuit, what I think it does: the transmitter sends pulses and the receiver measure the pulses and the closes the transmitter is, the wider the pulses are.
so what I need in the project is the same features as you see in that product plus for the arduino to display the distance on the serial monitor, the arduino only needs to be in the receiver in the transmitter you can put any chip you want.
please dont bid on this project if you dont have the arduino.

Hi,
I would not mind designing it using arduino but I just want to point out this a very simple device can be done with just few ICs. We have designed many products of this type for our clients.I have few questions:-
Are you designing for a hobby or high volume product for sales? Is this product is for use in US, EU or other parts of world? IF US you just cannot make transmitter in any frequency. YOu need FCC /CE approvals and there are standardss to be met. You wont be able to sell your product in US & EU. We have over 20 years of experience in these type of products. Let us know what is the objective.
