Overview of What we Need

We are looking for someone to develop a system that would auto-respond with pre-configured text messages depending on the keyword received from the end user.
The system essentially should be able to parse keywords from a user’s text message and append it to a specified database. After appending to the database, the system should auto-respond to the user confirming their addition to that specified database.
The now populated database should be accessible through a members-only page on a web-based portal. The members-only page should display a specified list of categories (such as – phone number, name, date/time, etc.). The user should be allowed some privileges such as adding/removing items from the database. The user should also be able to export this information to Excel, text file, Access Database, etc. (other file formats).
The web-based portal should also have an admin page where administrators are given full rights to all parts of the system. This would include options such as being able to add/remove privileges for users(members), backing up log files, etc. (basically all admin rights).

Technical Details
All designs for the web-based portal will be provided to you from our end in Photoshop format.
The actual backend programming of the SMS gateway portal and the database must be advised on by you.
