Hi. This sounds like a fun project. I can set everything up according to your specifications. Do bear in mind, however that no computer system is 100% secure. I can set up encryption, though, to make document submissions as secure as possible. Also, I use Drupal rather than Wordpress. It has much better support, features, and is highly modular. I always include 1 year of security updates and support finding a host and/or domain name if needed. This is trivial.
