TEXAS HOLD EM POKER DEVELOPMENT

We are interested in a software development of on line poker game.
This poker is based on the time span between 30's and 70's we already posses the design now we need an engine this is an C# and xna engine type of programing also there is a need for administrative tools and bonus with in that administrator.
There is a client part and the server part that needs to be developed.
We also need a server client connection to be developed by a tcp\ip listener.
The part of the client is divided as following
-Log in information (Sign up)
-Hallway with two doors the one on the right is to be a casino and one on the left is the poker site that we are creating.
-The big lobby with tables to chose from[Slider type of choice (1on1,3,6,9)]
-There is also a list of players who want to see as a list such as in sites like poker stars or many like it (so we need to have a list that also contains currently free tables,tournaments etc)
-When a guest choice of table is made (it depends on how high the stakes are) he/she will get in one of the rooms
-The room's are divided in to 3 different types low medium and high stakes.
-We need a random pool for the card on the table and for the players.
-We need a list of previously played hands of our guest and the cards of others should they chose to show them
-during the game when server deals the cards the administrator must know be able to review after the game the % of probability's of wining.
-also the program must divide the winnings by the strongest hand (that is to say the guest with the best hand wins)
-I need not introduce you to what is Big blind or small blind that would be too long to wright. (Check that for your self)
-Also there is a thing called the rake the administrator part must be able to make corrections to the rake at all times.
(Ps check what the rake is in poker)
- Cashier section where our guest can invest their money and we need those threads to stay open for later programing since we haven't decided on what bank is going to be ours
-With the client we need a live support chat that connects directly to the office's (Client must at all time's be able to connect to on line support cashier)
-As usual Texas Hold'em 2 cards for each player three at the first deck drawing one on second and one on third
-there are regular options that you can see in all the poker on line sites and of course the player chat is a good thing to have
-As for the administrator should you chose to work with us I will provide more details
