Site into CodeIgniter / multilangual

Our website, http://www.selectdata.net, is quite a mess currently. It has to be changed into a complete 'whole'. Now the main page is in dutch and the USA page is located at http://www.selectdata.net/usa/

What needs to be done is converting the site into CodeIgniter. What I want to see is a div box on the main page when visitors enter, in this box is a dropdown with a cookie where people can say that in the future they only want to see the Dutch page or the USA page.

The dutch site is using something called iDeal, the code of this has to be integrated into the dutch website. The USA site uses PayPal.

I need this to be done within one or max two days (a good coder can do this) and within my very small budget of $100. If done well, really well, you will get bigger, better paid projects.

NO TEAMS, only single freelancers.

For a small part I already did they conversion myself, but I dont have time for further conversion.
