Hello, i want an application (i do not care if it is a web app or a desktop app) that i will insert a mp3 file and a .txt list of phone and it will automatically call each phone one by one and will play the recorded message that will exist in the .mp3 file.i also want to be able to see how many phones that the application called answered the phone and how many did not.
i would prefer the application to be deveoped in visual studio 2008, using c#.net, and sql server 2008

You can use the integration between Telephony API (TAPI) and Text-To-Speech (TTS). TTS will "speak" out the text, and TAPI will handle the dialer.

Hello Sir, professional software developer here .. suggestion for you ... i have recently made a tool for skype which can be used for advertising purpose ... you need to sign in skype first and then add a number of numbers .... after adding those numbers ... you can select the audio file to play ... the tool will automatically calls the number and play that audio message when call accepted ... it also creates a log file which saves the calls history (maintaining the time and status of calls i.e if call accepted, rejected, busy , not answer etc) ... please see the PMB less
