I just installed Joomla and a cool template on:

I need someone to install and maybe modify a classified ads program to make basically a cooler looking carbon copy of Craigslist.org

I'm on a limited budget so LOWEST BIDS will be Considered First.

I've already installed a super FAST LOADING, SEO / SEF friendly template, but need a good craigslist type classified ads program installed. I also need someone to make the site look really cool.

REQUIRED FEATURES:
1.) Must have all states / cities etc. like Craigslist.org does. Listed here: http://www.craigslist.org/about/sites
2.) Must run on joomla 1.5 with NO LEGACY REQUIRED
3.) Must offer HTML description for the ads
4.) Must be SEF
5.) Must offer pay per Listing (publishing) on selected areas of site via PayPal integration but will start off FREE to Post
6.) Users must be able to upload / post images with their ad.
7.) Need a way to SELL banner ads to support the site.
8.) NEED SEO / SEF work to make the site start getting traffic.
9.) I'd like to see if there's a way you can "scrape" craigslist to copy the posts and add them to the site.
10.) Needs auto remove ads after: _x_ amount of time feature
11.) Needs report spam / flag feature like Craigslist.
12.) Need a COOL logo / template mods that make it look COOL and help people remember SwapTribe.com

Site needs to generate a TON of users and it needs to be easy to use.

It's got to look a little cooler than the basic black and white craigslist site.

This site is meant to be used to generate income, so it needs some sort of system where I can sell / maybe even automatically publish advertisements.

Need to be able to charge to post certain types of ads.

Again, the most important part (besides generating a ton of traffic) is that it needs to have all craigslist locations: http://www.craigslist.org/about/sites
