Animated Sequence for Short Film

The animated sequence I'm looking to have made will be used in our opening title for our next short film project. What I'm envisioning for this is a shot of the Earth from space. An energy ring develops on the planet on the bright side and moves outward covering the planet. As the camera pans with the enveloping energy ring it moves into the darkside of the planet. Lights from cities grow dark as the ring hits them. The energy ring also tinges the blue-ish atmosphere of the planet a slight orange. The total sequence would be relatively quick, however I would like each cut to be about 6-10 seconds for editing purposes.The title sequence itself has the animated scene, random acts of violence, news feeds, and a reporter who gets attacked. It will have a voice over and credits displayed as this all is happening.
There is pay involved and its negotiable. However the budget for this short film is small.
