Concrete5 is a great CMS tool. Myself building sites with C5 with tailor-made themes converted from html templates. Can do this job quickly and satisfactorily.

I've made a lot of Concrete5 themes before, so this should be easy :)
My theme would contain the following:
1) 1 page type with full-with like on the home page.
2) 1 page type with right sub-navigation

1) 1 page type with full-with like on the home page.
2) 1 page type with right sub-navigation
3) Dynamic top menu
4) Dynamic footer menu
What will not be included:
1) The slider in the bottom of the front page (there are similar sliders to choose from among the CC5-addons but not with text)
2) The quote-box on the front page, this can be inserted as a HTML-box
3) The form on the contact-page can be made as a normally formatted form or inserted as a external form less
