Need a Database created to be able to searchable on the internet

Project Description:
This will be a system similiar to the GCIC and NCIC system used by the government. GCIC-Georgia Crime Information Center, this is where law enforcement checks subjects for warrants etc. NCIC-Nation Crime Information Center which does the same except the warrant is listed on the national database for all law enforcement across the nation to check criminal records.

My system that I want created is going to be called NBBIC-National Bail Bond Information Center. This database's primary purpose would be that any bonding agency across the national could search by name and dob or ssn to find out if the defendant is on bond with another company anywhere else in the nation and what the status of the bond is. This will give the bonding agencies the ability to place holds on wanted individuals and if they are ran through another company and a hold is placed on that individual then that bonding company would take that person into custody until the agents from the other jurisdiction arrived to transport them.
