    Do you want to develop a mobile based application which is connected to the
    Web a back end server api? In you project description you mention Win CE or linux.
    And also mention that the application will have a touch screen menu. This is why
    It make me think that you want to develop an mobile application and a website.
    From mobile application user can take photo via that app and then send it to the
    back end server using a web service or api. And in website those photos will show.
