Unlock PDF files - repost

Hello All, I have bought a few books from a book library App for an iPad, however when I download the content of the book library app files including the PDF files from my iPad to my desktop computer, I am unable to view the PDF files in Adobe Acrobat reader in Windows 7. I need someone who could find a way/tool to unlock and view these PDF files on my windows computer and provide me with a permanent solution. Please send me an example of a PDF file you unlocked that I could view on my Windows system. The name of the app is included in the attached file books text file. The app comes with a couple of PDF books which are already unlocked. Also I have included a locked PDF file as an example. You could download some free books from this library iPad app with no need to buy other books. SAMPLE file CAN'T BE OPENED on a windows system, i got that file from the app content. IT ONLY OPENS IN THE IPAD APP. THANK YOU.
