Sending txts automatically on www.meteor.ie

I am looking for a script or program that can log into www.meteor.ie and send messages automatically to numbers that i have in a txt file.. Also the program has to check if the numbers are in another txt file and if so it wont use that number.. it will only send a text to numbers thats not in the "already sent txt file.."I have the program that can do this but recently meteor must have changed a variable and now its not working. So to future proof this i want the source code so i can change a few variable if need be..
My budget is not very high for this as i got this program done before for 30$..
if anyone wants to have a look at the program there is no problem i can show you..
I would like to be able to use php "if possible" for this script program as i am familiar with this language.

we are pretty confused about one thing. Please clearly specify if what you need is an standalone or web based application since you have quoted you are looking for a program but have quoted php.
