Development of RMA (Return Merchandise Authorization) Tool in MySQL 5.x & PHP 5.x

Savvy web developer needed to built a standalone RMA Tool in MySQL 5.x and PHP 5.x. RMA Tool will include logic and workflow using customer inputs and an HTML/XML based API. The API can use either URL calls with variables, which returns XML formatted data, or form based inquiries, which returns HTML table based data. Upon issuance of an RMA number, which is predefined (not dynamically generated) and can be obtained via the API, the RMA Tool should use PHP SendMail to send a form mail to the customers email address on file (pulled from the API). The system should also send a follow-up email upon further actions taken by the administrator.

There are three URL variable based APIs available that return results in XML format. There is one API that is form based. All four are quite simple and should be easy to manipulate.
