Create Facebook Invitation form from MySQL FBID's

I don't know how this works so please suggest the best way.

1- We have an Facebook application which is collecting our users FBID and their friends FBID in form of:
FBID1,FBID2 and so on.
2- i would like to put these numbers in db and create invite people form so i can see their pictures and click on it to invite with select all button.
3- the first ID in the line is the main user so i can see how other FBID's are related.
4- I like to see who has been invited already and be able to invite them again if they forgotten.
5- this is an admin section and other people don't have access to it.
6- there might be hundreds to invite at a time.
7- I would like to get a report of invitation.
8- I will test the app on your server and then I need it to be install on our server but before that i'll pay with mildston so you will be sure that you will get paid.
9- my budget is less than $150
