Need image reworked for use as software background.

Project Description:

I'm needing an image created to use as the background of my latest GUI version of my software. I'd like the image to be created using my banner or header from my website www.password-reset.com. I'd like it to include the lock logo and the text, but it would need to be rearranged to fit in the format of the whole screen instead of just the top.

The requirements were given to me by my developer as follows:

The final image must be 360x480 with eight bits per pixel ("palletized" or "indexed" mode), but with 247 colors used at most. I need the other nine to make up the colors of the GUI. Also bear in mind that the center of the screen will be occluded by the dialogs most of the time, so moving things out of the center will increase their visibility.

He also added the following as well:

On a second thought, I think it's important to explain that although the image size of 360x480 makes it a standing rectangle, it will be presented on a display with a 4:3 ratio so he/she should work with a 640x480 image (which has that ratio) and downsize it to 360x240 when it's final.

These requirements don't make complete sense to me, but if you are a professional and are able to understand what he needs as a finished image, that is what matters.

Also, I have the original full size image for the banner that I can provide so you will not have to work with the resolution of the uploaded file from the webpage.

Please bid and let me know that you understand the requirements and what exactly needs to be done. Any generic bid with a cut and paste description will be ignored. I only use providers that show me they know how to read and pay attention to the description, not just blindly bid without reading a word.
