garbeau is correct, as far as the agent goes. You may be able to get a ghostwriter who will pose as an agent for that price, but in order to get the book in front of well-known publishers, you are going to need someone with experience and connections in the publishing business. And those agents don't come cheap.

Sounds like you need both a ghostwriter AND an agent.
You'd better think again surrounding your compensation package if it involves an agent. For regardless of what people might tell you, any agent who gets manuscripts in front of editors would laugh you out the door if you mentioned that price (or commensurate percentage).
Take my word for it, I know of what I speak, at least as far as the American market is concerned.
