Reverse Auction Solution Design
Version: 1.0 – July 2, 2010
• Definitions
◦ Lot: a specific item in quantity of 1 or more.
◦ Auction: one or more lots being
bid on together for a specific period of time.
◦ Auction Event: the process of holding an auction, the bidding, counter bidding, etc. Defined as time between auction start time and auction end time. Supplier shall under bid each other in hopes of being lowest bidder with most
competitive terms at end of auction. Note: lowest bidder does not automatically win bid.
◦ Award: the assignment of a winner to an auction. Can be any supplier who bid on auction.
◦ Supplier: A bidder, person or company offering goods for sale, loaded into auction
website
◦ Buyer: Defined as User or Subscriber. Person or company purchasing goods from auction.
◦ Administrator: Master account user, can create, edit or delete buyers and Suppliers.
• Pre requisites
◦ Change look of TenderSystem to be branded to this
new site.
◦ Home page 3 mockups
◦ Entire system is log-in specific. No anonymous visitors can view any details of the site other than seeing the login screen.
◦ Site must look professional, unique.
◦ No one visiting the site may enroll themselves
to be a buyer, seller or admin. Access to the site is restricted to those accounts created by the administrator. Disable any existing sign up abilty.
◦ All emails should be html with a graphic header. i.e. looks like a professional email.
◦ Logo creation will need to be
created.
• Seller/Supplier Invitation
◦ If suppliers don't exist: Admin or buyer creates & loads supplier information.
▪ Result: New supplier created. No email to be sent to supplier at this point
◦ Create auction details (of what is to be bid on,
pricing ,etc (will define later))
▪ During auction creation, list of suppliers is shown which can be invited to bid on this auction. Ability for auction creator to add unlimited number of suppliers to bid on this auction. Suppliers who are not invited cannot view or bid on this
auction.
• Note: suppliers not invited cannot view auction.
▪ Supplier invitation will have an expiration date and time. By default, 15 days prior to auction date and time.
◦ Invitation will then be sent to suppliers invited to auction (link). Each invitation is sent
as a separate email to each supplier so suppliers cannot see each others information.
• Ability to add a custom message to email invitation before being sent.
◦ Suppliers must then login to view invitation details. New suppliers must complete registration by creating unique
password (standard TenderSystem).

◦ Supplier accepts or rejects invitation. Name it “Accept Invitation” or “Decline Invitation”. Either choice should have a confirmation pop-up dialog confirming choice before locking in decision to
database.
▪ Supplier must agree to terms and conditions before accepting invitation. (Terms and conditions to be provided).
▪ If supplier does not accept or decline by invitation expiration, supplier is locked out of auction.
◦ Note: at any point suppliers can
be re-invited or new suppliers added to auction.
◦ Confirmation email sent to supplier of either decision.
◦ If supplier accepts invitation, supplier can still decline at any time before auction start.

◦ Mod: Real time auction viewing (Flash based, so that it is interactive, no page refresh required).
▪ Show grid. Horizontal is start time end time. Vertical is price.

▪ When new bid comes in, graph updates automatically.
▪ Buyer View:
• Legend with different suppliers by color.
• Suspend auction, resume auction buttons.
• Message box: which buyer
can type a message and will show on suppliers flash viewer.

• Across the top of the grid is a horizontal line which represents the price cap.
• Show auction savings in dollars.
▪ Supplier View:
• If See all bids parameter selected,
then supplier can see other bids by other suppliers for that auction.
• If see all bids parameter is not selected, only see their bid. Timer, Bid text box and submit button to submit new bids.
• Help button which shows message to Buyer and sends email to buyer stating Supplier is having
trouble.
• Show bid status, which is Lowest or Not the Lowest. When underbid, message will auto update.
• When submitting a bid, message will state whether supplier is lowest bid or not lowest bid.
• Show what supplier’s last bid was. & option to view bid history (may be a pop
up or expander).
• No graph for suppliers.
▪ Admin view:
• Has all features of supplier view as well as buyer view, except cannot place a bid.
◦ When supplier is under bid, supplier will receive a visual confirmation and an email that tells bidder has been under
bid by someone else.
◦ If supplier rebids and is lowest bidder, supplier will receive a confirmation that they are the lowest bidder both on screen and via email.

◦ Suspend auction: Can be suspended by buyer or admin. Notification sent to suppliers notifying of suspend.
• Award Auction
◦ Once auction has completed.
◦ Buyer can choose any supplier.
◦ Email
notifies winning bidder. Text to be defined.
◦ Notify losing bidders via email that they did not win. Text to be defined.
• Auction Parameters
◦ All auctions have a start date and time and and end date and time. These are established during auction creation, before
inviting suppliers.
◦ During auction setup up to two email reminder options are available. If checked then add time in hours before auction to send. These will trigger an email to be sent that many hours before the start of the auction to all suppliers who have accepted the
invitation.
◦ Auction Cap (mandatory field): This is the amount suppliers cannot bid above.
◦ Price: Not visible to suppliers. This is the price currently being paid for item before bought though auction.
◦ Allow bidders to see other bids check box. If checked
suppliers can see each other’s bids during auction. If not checked suppliers cannot see other bids.
◦ Bid increments (mandatory field): X percentage lower than last bid. This will be defined at auction creation time.
◦ Auction Extension: If checked then must complete two
additional fields – “bid within time” and “Extend by time”. Bid within time means that supplier bid on the auction within X minutes as defined in field, and the auction will then be automatically extended by x minutes as defined in Extend by time field.
