  I analyzed your project description, leading to the following questions:
  
  > We no longer want in based nor dependent upon MS Excel.
  What is MS Excel lacking to lead to this decision? This is important to know in order to narrow the platform scope. ‘Anything but MS Excel’ is too abstract.
  
  > We want to make it stand alone with some kind of backend …
  > … license this product and distibute it on a "per use" basis …
  Would the back-end in this case be a central (internet or dial-in) service on which the front-end application logs in? Otherwise developing the standalone application will bring a huge amount of security concerns to apply a pay-per-use principle. Time spent on coding such a secure solution will probably take up to half the total development time. If instead a client-server application is developed, time (and thus money) will be saved.
  
  Secondly, what is the reason for the standalone requirement? If the only reason is independence of MS Excel or other spreadsheet software, why not make the software web-enabled? Developing a c++ executable is significantly more expensive than coding a web-based application; it costs more time and expertise.

  In case u prefer the project to be implemented on lotus domino platform at the back end with front end based on lotus notes and / or web client , pse contact me with a full definition of the problem .
  I propose to create a generalised implementation which captures your ideas and requirements but leaves you with total control over specifics.

  I want to bid on this, but I guess I'm curious about the size ?... mostly the number of questions and options that will typically be needed to create a report. I would be doing this as a typical windows application in C++. Also what form would the final report be in?
  Let me know and I'll make a *very* competitive bid on this. Sounds similar to stuff I do at my day job.

  My name is Patrick, I am a programmer/analyst for a law firm (telecommuting from home). I have been using VB, VBA, Access, SQL, relational databases, Crystal Report, and many other satellite development software for 8 years. I also worked for Lowe's hardware headquarters. My reliability is %100.
  Here are a few questions I had like to have answered to get a better idea of the project:
  
  - What amount of data is entered in the templates, what type?
  
  - How many templates have to be "converted"?
  
  - Are these templates susceptible to change or do they have a set format? In other words will the entry forms be static and hard coded or do they have to pull from some kind of resource files?
  
  - Quote: "Information is provided from multiple sources"; are those electronic source or is the data plugged manually into the templates?
  
  - Is it possible to see a sample of the templates?
  
  - You mention that questions are asked depending on the data entry. What type of questions? How many levels deep (questions depending on the response to a previous question?)
  
  - Are these questions multiple choice or data entry?
  
  - Where are you located?
  
  - How long do you plan to allow for the development
  
  - What type of database backend are you willing to use, Access, SQL, or bigger?
  
  - Quote: “This product will be used globally so we must keep that in mind.” What do you mean by that? Will the end user (Client) connect to your server to retrieve data?

  Would a stand alone program running under MSDOS using text only meet your needs?
  
  If so, is the following competitive:
  15 or fewer templates, average of 3 questions per template, fewer than 50 cells with equations, $2500.
  25 or fewer templates, average of 5 questions per template, fewer than 100 cells with equaitons, $6000.
  
  If the problem is roughly as complicated as the above guesses, what are your expectations regarding the process of confirming that the new program does exactly what the current spreadsheet does?

  Would you answer a few of these questions?
  
  1. Who are the end-users? Is the assessment report for a senior management review or a project team review or for project managers - OR all of them?
  2. When do you plan this to be implemented/packaged? Do you have multiple implementation planned or would it be a big bang?
  3. How many screens (roughly) would this product have? Or any other indications of size of the product?
  4. In what order of preference would you rate the following for the service - quality, time-to-market, price? In other words would you sacrifice quality to get the product sooner for a lesser price?
  5. Would you require Subject Matter Expertise to implement this project? Would 'Risk Management' experience help?

  We have implemented a small Risk Assesment program for capturing various parameters from XLS files and created a report by applying various weightages and probabilites of occurences etc.
  
  I think we woiuld be in a position to assist you in first formulating the user specifications, defining the functional requirements and then implement the frozen specs.
  For this purpose, we need to study your existing XLS templates and based on these, we would give you a prototype screen and backend database schemas. Concurently you can start working out the work-flow for the overall system and connect the various XLS templates so that the system spec emerges.
  
  As far as development environment is concerned, I feel that if you are looking at a global market and an open ended solution, it would be worthwhile to consider web-based application development using JSP/ Javascript environment with any of MySQL/ PostgresSQL as the database.
  
  This process of defining the system specifications with electronic interaction would take us about 4-6 weeks of elapsed time. If you feel we can bid for just this activity and then take it up thereafter.
