Serious developer for a simple project

Project Description:
I have a very simple project, but I will only deal with serious developers.You will have to design the project, and give me a link to show it to me, if it works, I will select you, and escrow the money. Then, you will move the project to my server, and I will pay you. I will not select anybody until I see the project 100% done. This should take only 2 hours, its a simple project.
Please develop this project using PHP & MySQL.
This website is one page only, the users see a comment box, they type up to 500 letters, and submit it. Once submitted, the text gets displayed below the comment box. The user can add as many comments as he want, but no URLS or HTML is allowed. No need for reregistration, login, or captcha. Just a comment box that allows users to add their comments about any topic they want. All the site saves is the time and the comment.
The database should be only one table with three fields (ID, Time, Comment), and the site shows only the time and the comment.
The page should show 20 comments at a time, and it should allow the users to see more comments by clicking on the next page. When the user first enters the site, they see the comment box, and below it the last 20 comments. Please check the attached screenshot to better understand the project.
Don't tell me how good you are, and what have you done before, just give me a link that shows the project fully working. I will not select you until I see the project working.
My Budget for this project is $100 (Not less, and not More). I will not look at any bids other than $100.
