Another Simple Facebook App

REQUIRED FUNCTIONALITY:
I need a simple Facebook App created that will add be added to the left side-bar of the user's profile. (perhaps as an iFrame?)

Once the app has been added it needs to be updated automatically from an RSS feed from my database.

DESIRED FEATURES:
When the app is added by a user, a notification should be sent to all his friends. The notification should also include a request for them to add the app to their profile.
When new items are added to the feed a notification should go to all that users friends.
There should be a customization link for this app that allows the user to customize things like number of items to be displayed in the feed. This should be done as an iFrame that will serve up the customization page from our site (already done, you just need to provide the link. Perhaps Facebook already provides this feature/functionality for all apps).

Should be pretty simple and straightforward, right?
