Place existing Excel Workbook onto a Webpage on my website

Project Description:

I have an existing excel workbook that consists of 3 sheets
Page 1 = Data Collection - Gathers information like names, employer details, incomes level and some other additional information. I have a few 'Data Validation' drop boxes on this page along with basic control options using some 'If' stmts etc.
Nothing too technical thou
Page 2 = the results display page, where information entered from page 1, based on tax calculations & other related matters on page 3, are displayed. This page also has set-up the 'Solver' function within excel to calculate the final figures
Page 3 = Where all tax charts - income, payroll, education loans etc, and other tax efficient allowances are calculated. these use a series of 'Vertical LookUps', "If" stmts, mathematical calculations etc.

What I need is for someone to take these as an existing workbook & progress workflow & cut it into the appropriate code to display on a web page - essentially an on-line tax calculator for Australia. I was considering it being placed into an application/program but was advised that the safest & most secure environment was to have it developed into a website page/s - thus preventing others breaking & copying, or using the IP developed in the existing workbook.

I'd expect to own all IP, copyright, passwords to access and final code etc after project completed.

A couple of additional considerations are;
1 - That a short basic version be available for general viewing to the general public via website with a brief paragraph of information. Upon registering details and approval, a full version would be available.
2 - that a password protection and access is required to a full functional version. this full version will capture data per a DB, see #3 below.
3 - that key information and fields, final calculations etc can be saved, exported into vTiger DB as well as a CSV file for import into MYOB or similar accounting package.
4 - that #1, basic results page (current page 2 of excel workbook) can be printed from the web.
5 - that existing tables, lookups etc are editable via the website/pages etc for future changes in taxation legislation.
6 - I am happy to work with, liaise on calculations, workflow & process's etc in relation to taxation & Excel workbook data, with the successful programmer - I have done this in the past. I just require a programmer to provide the code to display on a website/page.
7 - My current website is in Flash, but this is because it is hosted & built by a website builder program. Future versions of the website & hosting may not necessarily be in Flash.

I'd like to show an example of similar functions but believe the FreeLancer T&C's disallow this. You may get an idea by googling 'Salary Package Calculator'. Many only look at cars or Superannuation, there are a number of others which I will include in mine, but no more than 30 which can be set-up via 'Drop-Box' features.

I hope this provides enough information to allow for sufficient scope of the job required.
