Thank you for the invitation. After careful consideration it seems to be impossible to achieve desired functionality within the budget allowed.
This kind of application requires the most often from 1 up to 5 weeks of full time work. All production and backed infrastructure needs to exists and be secured, and functional specification needs to be written.

I have a very good hands on experience with jboss portal. I think that your requirements will be definitely solved by Jboss portal framework. Please look at the attachment which is a very simple POC on jboss portal.
I also have very good experience in struts, spring, hibernate, ajax, php and jsf.
The purposes of preferring jboss portal are:
