Cruzeiro is a one of the oldest football teams from Brazil and was formed in 1921 as a spin off club of Yale, a well known sporting club in Belo Horizonte, the capital of Minas Gerais which is a state in Brazil. Yale was a sporting club
supporting many activities including football. When an administrative crisis hit Yale in December 1920 and the club split, a new football club was formed. The Italian immigrants of Belo Horizonte wanted to have their own football club just like their fellow countrymen in Sao Paulo and the club
consisted mostly of Yale’s football players of Italian origin. Yale, even after splitting, competed in various championships till 1925, and was then later dissolved.
Cruzeira which attracted most of Yale’s players was formed on 2 January 1921.It was first called Palestra Itália of
Belo Horizonte The club was also known as Palestra Mineiro. The first uniform of the club was a green jersey worn with white shorts and red stockings. The first game was a friendly one on the Prado Mineiro Stadium against a combination team comprising players from two football clubs from the city
of Nova Lima. Cruzeira lost the match 0 to 2. The first win (2 to 0) was against Clube Atlético Mineiro soon afterwards. That historic win was the first of many and since then the club has not looked back.
In 1942, when Brazil also entered the Second World War, the Italian name of
Palestra Itália was removed for patriotic reasons and the club was renamed as Cruzeiro Esporte Clube .Cruzeiro is the name of a constellation Southern Cross which can be seen only from the Southern Hemisphere. The club is now simply called Cruzeiro EC. The club colours were also changed to
blue shirt and stockings with white shorts.
Till then, Cruzeira was only a local club unknown to the rest of the world. All that changed on one fateful day in November 1942. On the 11 November 1942, the club beat América, another fine football club 1 to 0, and made the world sit up and
take notice. A great rivalry was born between the two clubs which continues till date. After the inauguration of the huge stadium Mineirão in Minas Gerais in 1965, Cruzeira went from strength to strength, and became a very strong team with talented players.
The sixties and seventies
were a particularly golden period for the club. The club with its strong contingent of talented players like Tostão, Wilson Piazza, Fontana and others won the football league of the state of Minas Gerais five times in row, and also won the Brazilian national championship beating Pele’s
club Santos 3 to 2 in the final. In 1974 and 1975, it was runner up in the Brasileirão, a first division league.
In 1976, the club won its first Copa Libertadores de América, a tournament played by all the top clubs of South America. It later represented South America in the
FIFA Club World Championship, where it lost in the finals to a German club 0 to 2.The eighties were not so successful for the club and the less said the better. The nineties were better and there was a string of successes. It won one at least one major title for the next 15 years.
The
crowning glory was in 2003 when the club won all the three titles— Brazilian League, Brazilian Cup, and the State Championship becoming the first ever team to do so. It is also the only Brazilian team to have achieved the distinction of being the Triple Crown Champion. The club along with two
other clubs has also never been relegated.The year 2004 was decent with one major win .In 2005, the club did not even win a single title. They also stood eight in the league, one of their worst performances. In 2006, they went down further to the tenth position in the final rankings. The year 2007
was better with the team ending the season in the fifth position.
The club has an ongoing rivalry with Atlético another great club from Minas. Though Cruzeira is the one more successful and has more wins, all is forgotten when the two teams play one another. It is as if a war is being
fought on the grounds with the cheers of noisy fans goading their teams to greater glory.
Even though the club is mainly focused on football, it promotes other semi-professional activities like track and field, bowling and bocha, an ancient game now being increasingly being played in Europe.
The mascot of the club is a fox and the mascot is very familiar to the general public.

Environmental Ethics and Environmental Economics
Human Beings and Nature
Every human society has a set of beliefs about nature, the effects of nature on human beings and vice versa. These universal and ancient concerns include an attempt to find order and harmony in
nature. Environmentalism seems a relatively recent interest but in fact its roots are deep within human history, society and psychology.
Concept of Wilderness
Prior to herding and agriculture there was no concept of wilderness as separated from people’s habitat. The word is derived from
the old Anglo-Saxon word ‘Wild(d)eor meaning literarily the place of wild creatures. In those days wilderness was sensed as chaotic, uncontrolled and dangerous; the role of people in it was to tame, manage and order it. This idea of people as the husbanders of nature is in contrast to the one
accepted today. The current view is ‘Nature undisturbed is perfectly ordered, balanced and harmonious: human beings like all other live forms, have a place and purpose in this order and the divine purpose of nature’s order is for human benefit.
The Land Ethic
In 1949 the concept of
land ethics was envisaged which affirms the right of all resources, including plants, animals and earth materials to continued existence and at least in some locations their continued existence in a natural state. This ethic effectively changed our role from conqueror of the land to that of citizen
and protector of the environment. Ecological ethics limit social as well as individual freedom of action in the struggle for existence. A land ethic assumes that we are ethically responsible not only to other individuals and society but also to the greater community consisting of plants, animals,
soils, atmosphere and water – that is, the environment.
Environmental Economics
A society has a number of mechanisms to achieve its goals. Laws and legal regulations are one method. A pertinent question is ‘Why individuals don’t always act in a way that protects the environment and
maintains biological resources in a renewable state?’ The answer is, economic analysis shows us that individual’s profit motive will not always act in the best interest of the environment. There is a saying, ‘A bird in hand is more worthy than two in the bush’. Economists refer to this
concept as the discount factor. This means how much something is worth in the future compared to how much it is worth now. As an example suppose you were dying of thirst on a desert and met two people. One offered to sell you a glass of water now and the other offered to sell tomorrow. If you
believed that you could die today without water, the glass of water today would be worth all your fortune and the glass tomorrow would worth nothing. This is an extreme example of discount factor.
Another important concept is that of risk/benefit analysis. All of life, including population,
resources, ecosystems and the biosphere involve risk. Pollutants have adverse effects on human health, food cops, wildlife and the biosphere. The ecosystem and biospheric effects may have indirect negative effects on human beings. The degree of risk is important in our legal processes. Although it
is impossible to put a value on a human life, it is possible to find out how much people are willing to pay for reducing risk.
Conclusion
Once we develop a set of values about nature we attempt to achieve or maintain a desirable condition for nature while maintaining at the same time human
activities, freedom of individual action and a high standard of living. Economics provides basis for determining policies needed to achieve these social goals for the environment. The relation between risk and benefit affects our willingness to pay for an environmental good. Societal methods to
achieve an environmental goal include persuasion, direct regulation, taxation etc.

PREFACE
The sub–tropical moist mixed deciduous forests of Sepahijala Wildlife Sanctuary is fast emerging as one of the major hotspots of the country, considering its beauty, the density of forests,
safe place for rare birds and critically endangered animals such as Clouded leopard, Civets, Spectacled monkey and other primate species including migratory birds, major storehouse of medicinal plants and other components of biodiversity considering the growing demands of the fringe area dwellers
for such safe area full of fruits, flowers and insects etc. which would be adjacent to the state capital and also in order to ensure better conservation of biodiversity, Sepahijala Wildlife Sanctuary came into existence on 2nd February 1987 with an area of 18.53 sq km, keeping the zoo and botanical
garden in its buffer zone.
Thus, the need of the hour is to bring together all the stakeholders and the local community to evolve a micro–planning mechanism in a manner that creates equitable benefit for all the stakeholders and at the same time provide an atmosphere towards fulfilling the goal
of biodiversity conservation and sustainable usage of these forests.
This micro–planning exercises has a long-term impact towards the development of natural resources protection and conservation through active involvement of the local community by improvement of basic amenities through
skill up gradation and fulfillment of broader objectives of productivity, equity, sustainability and mass awareness generation. Most of the families within this Eco–Development Committee are below the poverty line. This micro–plan formulation is aimed at strengthening social awareness and
socio–economic upliftment of fringe area dwellers improvising the management techniques and action programme for achieving bio–diversity conservation through gradual release of pressure on forests.
This micro–planning also aims at generating mandays throughout the year particularly
during lean period of the year for the working people of the EDC with the aim of sustainable income generating programme towards building up of gradual economic stability, educational environment and mass–awareness among the poor beneficiaries of the project. This also aims at creation of
alternate resources and assets, restoration of ever decreasing biodiversity in orer to develop a model Bio–diversity Conservation Project with active participation of the fringe area dwellers so as to maintain the Ecological balance of the nature as a whole.
We had to encounter many
constraints during evolving of this micro–planning and implementation mechanism but with passage of time those could be removed by the active participation and cooperation of the EDC beneficiaries and people at large.
I am thankful to all those fringe area dwellers and particularly to
Chairperson, Sepahijala FDA Conservator of Forests, Southern Circle) who encouraged me and extended all logistic support. I am thankful to all the functionaries of Panchayats around this Sanctuary, Panchayat Samity, Bishalgarh and many other organizations for successful implementation of the
project.
I also thankful to all my colleagues and field staff and office level functionaries and all workers at this Sanctuary for extending their sincere cooperation and active participation in the process.
Above all I am thankful to the Forest Department and Government of Tripura as
well.
